Ancak bu ifade, ger\u00e7e\u011fin sadece bir k\u0131sm\u0131n\u0131 yans\u0131t\u0131yor ve \u00e7o\u011fu zaman eksik yorumland\u0131\u011f\u0131 i\u00e7in yan\u0131lt\u0131c\u0131 bir alg\u0131 olu\u015fturuyor. Konuyu do\u011fru anlamak i\u00e7in 2008 y\u0131l\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe giren sosyal g\u00fcvenlik reformuna bakmak gerekiyor.<\/p>\n\n\n\n<p>1 May\u0131s 2008\u2019de y\u00fcr\u00fcrl\u00fc\u011fe giren 5510 say\u0131l\u0131 Sosyal Sigortalar ve Genel Sa\u011fl\u0131k Sigortas\u0131 Kanunu ile T\u00fcrkiye\u2019de emeklilik sistemi \u00f6nemli \u00f6l\u00e7\u00fcde de\u011fi\u015ftirildi. Bu d\u00fczenleme ile daha \u00f6nce farkl\u0131 kurumlara ba\u011fl\u0131 olan sigorta sistemleri tek \u00e7at\u0131 alt\u0131nda topland\u0131 ve emeklilik \u015fartlar\u0131 yeniden belirlendi. Bu tarihten sonra ilk kez memur olarak g\u00f6reve ba\u015flayanlar da bu yeni sisteme tabi oldu.<\/p>\n\n\n\n<p>2008 sonras\u0131 memurlar i\u00e7in emeklilik \u015fartlar\u0131nda iki temel unsur bulunuyor: prim g\u00fcn say\u0131s\u0131 ve ya\u015f \u015fart\u0131. Memurlar\u0131n emekli olabilmesi i\u00e7in 9000 prim g\u00fcn\u00fcn\u00fc tamamlamas\u0131 gerekiyor. Ya\u015f \u015fart\u0131 ise sabit de\u011fil; kademeli bir \u015fekilde art\u0131yor. Sistemin ba\u015flang\u0131c\u0131nda kad\u0131nlar i\u00e7in 58, erkekler i\u00e7in 60 ya\u015f \u00f6ng\u00f6r\u00fclm\u00fc\u015f olsa da, bu ya\u015flar prim g\u00fcn\u00fcn\u00fcn tamamland\u0131\u011f\u0131 tarihe g\u00f6re ilerleyen y\u0131llarda y\u00fckseliyor.<\/p>\n\n\n\n<p>Tam da bu noktada \u201c65 ya\u015f\u201d konusu devreye giriyor. Emeklilik ya\u015f\u0131, y\u0131llar i\u00e7inde kademeli olarak art\u0131r\u0131larak 2048 y\u0131l\u0131na kadar hem kad\u0131n hem erkek i\u00e7in 65 ya\u015f seviyesine ula\u015f\u0131yor. Ancak bu durum herkesin do\u011frudan 65 ya\u015f\u0131nda emekli olaca\u011f\u0131 anlam\u0131na gelmiyor. Emeklilik ya\u015f\u0131, ki\u015finin \u00e7al\u0131\u015fma s\u00fcresine ve prim g\u00fcn\u00fcn\u00fc ne zaman tamamlad\u0131\u011f\u0131na ba\u011fl\u0131 olarak de\u011fi\u015fiyor. E\u011fer bir memur prim g\u00fcn\u00fcn\u00fc erken tamamlar ve \u00e7al\u0131\u015fma hayat\u0131nda kesinti ya\u015famazsa, 60\u2019l\u0131 ya\u015flar\u0131n ba\u015f\u0131nda emekli olabilir. Buna kar\u015f\u0131l\u0131k, prim g\u00fcn\u00fcn\u00fc ge\u00e7 tamamlayan ya da \u00e7al\u0131\u015fma hayat\u0131nda bo\u015fluklar bulunan ki\u015filer i\u00e7in emeklilik ya\u015f\u0131 65\u2019e kadar uzayabiliyor.<\/p>\n\n\n\n<p>Ayr\u0131ca devlet memurlar\u0131 a\u00e7\u0131s\u0131ndan \u00f6nemli bir ba\u015fka nokta da zorunlu emeklilik ya\u015f\u0131n\u0131n zaten 65 olmas\u0131d\u0131r. Yani bir memur, emeklilik hakk\u0131 kazanmasa bile 65 ya\u015f\u0131na geldi\u011finde g\u00f6revinden ayr\u0131lmak zorundad\u0131r. Ancak sistemin kademeli yap\u0131s\u0131 nedeniyle, \u00f6zellikle prim g\u00fcn\u00fcn\u00fc ge\u00e7 tamamlayanlar i\u00e7in emeklilik ya\u015f\u0131n\u0131n 65\u2019e kadar \u00e7\u0131kabilmesi m\u00fcmk\u00fcnd\u00fcr.
